§ 52:17B-173 — Functions, powers, duties, authority of advisory council.

5. The advisory council shall have the following functions, powers, duties and authority: a. To meet at least quarterly and at such other times as designated by the executive director or the chair of the advisory council; b. To establish any committees to carry out its responsibilities; c. To advise the executive director regarding the implementation of the recommendations included in the final report submitted pursuant to Executive Order 10 of 1994; the master plan submitted pursuant to section 2 of P.L.1995, c.284 (C.52:17B-170); the integration, coordination and collaboration of programs, services and sanctions for juveniles; and the actions to be taken to increase public awareness of the juvenile justice system and its needs; and d. To ensure the programs, services and sanctions for juvenile offenders are striving to provide balanced attention to the protection of the community, imposing accountability for offenses committed, fostering interaction and dialogue between the offender, victim and community and developing competencies in the juveniles to enable them to become responsible and productive members of the community.
