3. a. The Department of Human Services shall establish the New Jersey Supplemental Nutrition Assistance Program Employment and Training Provider 50/50 Match Project under which the department shall:

(1)provide and enter into a memorandum of understanding with the Department of Labor and Workforce Development by which the Department of Labor and Workforce Development shall implement, administer, and operate the project and NJ SNAP ETP activities including, issuing requests for proposals, selecting partnering providers, obtaining activity reports from providers, and issuing payment to providers; and (2) form partnerships with qualifying agencies to provide services to eligible participants under NJ SNAP ETP and receive federal reimbursements for those services. 3. a. The Department of Human Services shall establish the New Jersey Supplemental Nutrition Assistance Program Employment and Training Provider 50/50 Match Project under which the department shall: (1) provide and enter into a memorandum of understanding with the Department of Labor and Workforce Development by which the Department of Labor and Workforce Development shall implement, administer, and operate the project and NJ SNAP ETP activities including, issuing requests for proposals, selecting partnering providers, obtaining activity reports from providers, and issuing payment to providers; and (2) form partnerships with qualifying agencies to provide services to eligible participants under NJ SNAP ETP and receive federal reimbursements for those services. The memorandum of understanding executed by the departments shall define how the departments shall coordinate their efforts, the roles and expectations of each, and shall detail the process by which funds for the support of the project and other NJ SNAP ETP activities shall be transferred from the department to the Department of Labor and Workforce Development. b. Applicants for participation as partnering providers in the project shall be qualifying agencies whose employment and training activities qualify for reimbursement under the federal SNAP ETP program.
