Any commissioner may be removed by means of a recall after he has been in office one year. The procedure to effect the recall of an incumbent of the office of commissioner shall be as follows: A recall petition signed by at least twenty-five per centum (25%) of the registered voters of the municipality, shall be filed by the agent or agents designated in the petition with the municipal clerk, demanding the recall of the commissioner sought to be removed. The petition shall be as follows: "RECALL PETITION. To the clerk of the ........ (insert name of municipality). You are hereby requested to call a recall election for the recall of ..................... (insert name of incumbent to be recalled), a commissioner of ..............................
