It is hereby declared to be in the public interest and to be the policy of the State to foster and promote by all reasonable means the welfare of the citizens thereof by the proper establishment and development of port facilities of the State. L.1948, c. 349, p. 1380, s. 2, eff. Sept. 1, 1948.
