§ 40:14B-71 — Findings, declarations relative to municipal review, approval of plans for utility improvements
New Jersey·Title 40 MUNICIPALITIES AND COUNTIES
9.The Legislature hereby finds and declares that: a. It is necessary for the protection of the public health and safety that municipal authorities review and approve plans for utility improvements which developers will convey to municipal authorities or which will serve more than one user or service unit; b. Changes in the operation and lending procedures of financial institutions have significantly restricted the amount of financing available for development activities prior to the initiation of construction; c. It is in the public interest to improve regulatory efficiency through standardized municipal authority procedures; d. The public interest is best served through the use of standardized procedures to govern the approval and installation of utility improvements which are consistent
