11.The commissioner shall, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), adopt rules and regulations necessary to govern the proper conduct and operation of the program consistent with the provisions of this act. These rules and regulations may include guidelines in addition to, but not inconsistent with, those provided by this act regarding: a. Contracts between applicants for customized training services, the program, service providers or any combination of the three; b. The issuance of training grants to qualified displaced and disadvantaged workers; c. Eligibility and priority of employment and training services to employers and qualified displaced, disadvantaged and employed workers; and d. Qualifications of instruction, facilities, financial r
