10.The commissioner shall, in a manner which complies with all provisions of this act: a. Implement performance measurements for the program consistent with the provisions of section 8 of this act and with the criteria and procedures established by the State Employment and Training Commission pursuant to section 13 of this act; b. Establish minimum standards for consideration of proposals from applicants for customized training services; c. Establish review and approval procedures for training grant applications from qualified displaced and disadvantaged workers; and d. Ensure the provision of adequate fiscal accounting controls for the monitoring and auditing of training grants and customized training services provided pursuant to this act. L.1992,c.43,s.10.
