1.As used in sections 1 through 4 of this act: "Commissioner" means the Commissioner of Human Services. "Mental health program" means a program of mental health services which is subject to regulations adopted by the commissioner. The program may be public or private, hospital-based or non-hospital-based, incorporated or unincorporated, and for profit or nonprofit. L.1995,c.321,s.1.
