Subject to the provisions of this chapter, and the regulations of the department, every county mental health board shall have the power and duty to: a. Develop a plan of community mental health services for the county; b. Annually appoint a professional mental health advisory committee of not less than 5, including professional representatives of mental health agencies receiving support under this act to provide all necessary technical advice required by the board; c. Require the professional advisory committee to meet often enough to give full and proper study to all issues confronting the mental health board relating to professional aspects of mental health projects and to make recommendations to the board; d. Review, advise and make recommendations with regard to community mental health
