11. a. Subject to safeguards on privacy and information security provided for in this section:

(1)The Social Security number of an applicant for any professional or occupational license, recreational or sporting license, driver's license, or marriage license shall be recorded on the application;
(2)The Social Security number shall be placed in the record relating to: a divorce decree; support order in a divorce decree; support order and paternity determination or acknowledgment; and on a death certificate; and (3) The Social Security number shall be made available to the department through electronic means when feasible. b. The use or disclosure of information concerning applicants or recipients of support enforcement services is limited to purposes directly connected with:
(1)the admin
