26:8-31. In case there is no physician, midwife, or person acting as the agent of the physician or midwife, in attendance upon the birth, it shall be the duty of one of the following persons in the order named to file the birth certificate with the local registrar and file the Certificate of Parentage with the State IV-D agency or its designee: a. The father or mother of the child; b. The manager or superintendent of the public or private institution in which the birth occurred. Amended 1994,c.164,s.5.
