9.The board of trustees of the university shall have the general supervision over and be vested with the conduct of the university. It shall have the power and duty to: a. adopt and use a corporate seal; b. determine the educational curriculum and program of the university; c. determine policies for the organization, administration, and development of the university; d. study the educational and financial needs of the university, annually acquaint the Governor and Legislature with the condition of the university, and prepare and submit an annual request for appropriation to the Division of Budget and Accounting in the Department of the Treasury in accordance with law; e. disburse all moneys appropriated to the university by the Legislature and all moneys received from tuition, fees, auxil
