21.Upon the establishment of the body corporate and politic known as Kean University: a. all appropriations, grants, debt service, research funds, and other monies available to Kean University prior to the effective date of this act and to become available shall be transferred to the university by the Director of the Division of Budget and Accounting in the Department of the Treasury and shall be available for the objects and purposes for which appropriated, subject to any terms, restrictions, limitations or other requirements imposed by the State budget; b. all other grants, gifts, other moneys and property available to Kean University prior to the effective date of this act and to become available to or for Kean University shall be transferred to the university and shall be available fo
