4. a. A teacher from a foreign country shall be authorized to teach in the United States under an international teacher placement program or a teacher exchange program as authorized by any federal law, and shall be certified in accordance with the provisions of subsection b. of this section to teach for a period of no more than three years. b. In order for a teacher from a foreign country to be certified under this section, the teacher shall:

(1)meet the eligibility requirements for a provisional instructional certificate or possess equivalent qualifications as determined by the State Board of Education; and (2) demonstrate the ability to speak, read and write the English language fluently, in accordance with criteria established by the State Board of Education. c.
