11. a. To aid in the detection and prevention of member insurer insolvencies or impairments, the commissioner may:

(1)notify the commissioners of insurance or comparable officials of all the other states, territories of the United States and the District of Columbia within 30 days when he takes any of the following actions against a member insurer:
(a)revokes its certificate of authority or license;
(b)suspends its certificate of authority or license; or (c) makes any formal order that the member insurer restrict its premium writing, obtain additional contributions to surplus, withdraw from this State, reinsure all or part of its business, or increase capital, surplus, or any other account for the security of policy or contract owners, certificate holders, or creditors.
