Before a branch office shall be established, the safe deposit company shall file a written application in the department for the commissioner's approval. The commissioner shall, within 90 days after the filing of the application, approve the application if he finds, after investigation or hearings or both, that: a. The safe deposit company has complied with R.S. 17:14A-29; b. The interests of the public will be served to advantage by the establishment of the branch office; and c. The conditions in the locality in which the proposed branch is to be established afford reasonable promise of successful operation. L.1983, c. 566, s. 17:14A-30.
