a.This act shall be liberally construed to effect the purpose under section 2 which shall constitute an aid and guide to interpretation.
b.All laws and parts of laws of this State inconsistent with this act are hereby deemed superseded to the extent of such inconsistency. L.1974, c. 17, s. 4, eff. April 11, 1974.
