The commissioner of transportation is authorized to issue reasonable rules and regulations to provide for effective control of junk yards and automotive recycling yards in conformance with rules and regulations issued by an appropriate department or agency of the United States and pursuant to the declared policy of the state as set forth in RSA 236:90.
