Text
Any person who is aggrieved by any action of the commissioner relative to the administrative process under this chapter may appeal to the superior court within 30 days of the receipt of the decision of a hearings officer. Such appeal shall be restricted to a review of the record. Upon review of the record, the court in its discretion may request the submission of additional evidence and order a hearing on the additional evidence.
