It is hereby declared that this chapter is necessary for the public safety, health, peace and welfare, is remedial in nature, and shall be construed liberally, and shall not be declared unconstitutional or void for the reason that any section or provision thereof may be in contravention of the constitution. Should any provision or section hereof be held to be invalid for any reason, such holding shall not be construed as affecting the validity of the remaining portion of such section or sections hereof, it being the legislative intent that this chapter shall stand, notwithstanding the invalidity of any such provision or section.
