Text
The ownership of the waters and submerged lands enumerated in or described in RSA 1:14 and 15 shall be in this state. The department of natural and cultural resources and the fish and game department, in cooperation with other interested agencies and departments of the state and with the approval of the governor and council, shall be authorized to issue rules and regulations for the purpose of protecting fishing rights, marine life, mining and mineral rights and oil and gas rights of the state and to control pollution in the seaward territory of the state as defined in RSA 1:14, II and III.
