§ 62.1-01-04 — Firearm buyback program - Prohibited
1.As used in this section, "firearm buyback program" means a program to purchase
privately owned firearms, firearm parts, or ammunition from private individuals or
organizations for the purpose of providing cash, gifts, or vouchers; or reducing the
number of firearms, firearm parts, or ammunition owned by civilians; or permitting a
civilian to sell a firearm to the government without fear of prosecution. The term does
not include the purchase of firearms, firearm parts, or ammunition from a licensed
firearms dealer, or a program to purchase firearms, firearm parts, or ammunition for
law enforcement purposes.
2.A state agency, political subdivision, or any law enforcement agency of this state may
not conduct a firearm buyback program or participate in the implementation,
