The governing body shall employ the architect, landscape architect, or engineer furnishing
the plans as provided in this chapter or some other qualified person to provide construction
administration and construction observation services for which the plans and specifications are
prepared as provided by section 48-01.2-02. The architect, landscape architect, or engineer
shall assist the governing body in determining that the contractor performs the work in
accordance with the intent of the plans and specifications. As part of a site visit or construction
observation, the architect, landscape architect, or engineer may not supervise, direct, or have
