budget - Exceptions.
All state printing in classifications 3 and 6 must be purchased by the office of management
and budget, or delegated, according to chapter 54-44.4, unless the work is done by the central
duplicating service of the office of management and budget or determined to be the most
cost-effective or advantageous to print on agency printers to meet the identified printing needs
of the agency.
