The board shall issue a certificate of registration upon payment of the registration fee as
provided for in this chapter to any applicant who in the opinion of the board has met the
requirements of this chapter. Enrollment cards must be issued to those who qualify as soil
classifiers-in-training. Certificates of registration must carry the designation "professional soil
classifier", must show the full name of the registrant without any titles, must be numbered, and
must be signed by the chairman and the secretary under the seal of the board. The issuance of
a certificate of registration by the board is prima facie evidence that the person named therein is
entitled to all the rights and privileges of a professional soil classifier during the term for which
the certificate is valid providing
