witnesses - Take testimony.
The members of the board and the secretary may administer oaths. The board may
summon witnesses as provided in chapter 28-32 and take testimony in all matters relating to its
duties, including the enforcement of the provisions and purposes of this chapter and the rules
adopted by the board.
