A state board of registration for professional engineers and land surveyors is hereby created
the duty of which is to administer this chapter. The board consists of one professional land
surveyor and four professional engineers. The board members who are professional engineers
must be appointed by the governor from among a list of nominees submitted to the governor by
the North Dakota society of professional engineers who must have the qualifications required by
section 43-19.1-04, such list must include the names of at least three nominees for each
vacancy to be filled. The governor shall appoint the professional land surveyor member of the
board from a list of nominees submitted by the North Dakota society of professional land
