Each appointed member of the board shall qualify by taking the oath of office required of
civil officers and shall hold office for a term of four years and until a successor is appointed and
qualified. The terms of office of the appointed members must be so arranged that one term only
expires on the thirtieth day of June of each year. The four members appointed by the governor
to the first board must be appointed within thirty days after July 1, 1975, to serve for the
following terms: one master plumber for one year, one journeyman plumber for two years, one
mechanical engineer for three years, and a representative of the consuming public for four
years. A vacancy on the board caused by the death, resignation, or expiration of the term of any
appointed member must be filled for the
