If a wholesale potato dealer sells, disposes of, or discontinues the business for which the
dealer obtained a license during the period covered by the license, the dealer shall notify the
seed commissioner in writing and, at the request of the seed commissioner, produce a
statement of assets and liabilities as of the date the business was sold, disposed of, or
discontinued.
