destructive birds, and injurious field rodents. 1. The commissioner may cooperate with the United States department of agriculture, animal and plant health inspection service, or other appropriate federal agency, in the control and destruction of: a. Fur-bearers and field rodents that are injurious to:

(1)Livestock;
(2)Poultry; or
(3)Big and small game. b. Big game threatening human health or domestic livestock; and c. Birds causing crop damage or substantial economic loss or threatening human health. 2. The control and destruction of animals must be approved by the director of the game and fish department. The commissioner may enter written agreements with the animal and plant health inspection service or other appropriate federal agency, and the director of the game and fish departmen
