1. a. An individual who would be a private applicator, if certified, may not buy any restricted use pesticide unless the individual first complies with the certification requirements established by the board. b. An individual who would be a private applicator, if certified, may not use any restricted use pesticide unless the individual:
(1)Complies with the certification requirements established by the board; or
(2)Is under the direct supervision of a certified applicator while applying a
restricted use herbicide.
2. Certification standards to determine the individual's competency with respect to the
use and handling of the pesticide or class of pesticides the private applicator is to be
