1. a. An individual who would be a private applicator, if certified, may not buy any restricted use pesticide unless the individual first complies with the certification requirements established by the board. b. An individual who would be a private applicator, if certified, may not use any restricted use pesticide unless the individual:

(1)Complies with the certification requirements established by the board; or
(2)Is under the direct supervision of a certified applicator while applying a restricted use herbicide. 2.
