qualified electors.
The supervisors of any district may formulate regulations governing the use of lands within
the district in the interest of conserving soil and soil resources and preventing and controlling
soil erosion, and may conduct public meetings and hearings upon tentative regulations as may
be necessary to assist the supervisors in this work. The proposed regulations must be
embodied in a proposed ordinance for submission to the qualified electors in the district, and
copies of the proposed ordinance must be available for inspection by the qualified electors in
the district during the period of time between the publication of the notice of election upon the
ordinance and the date of the election.
