In any suit, action, or proceeding involving or relating to the validity or enforcement of any
contract, proceeding, or action of a district, the district is deemed to have been established in
accordance with the provisions of this chapter, upon proof of the issuance of the certificate of
organization by the secretary of state. A copy of the certificate, when duly certified by the
secretary of state, is admissible in evidence in any suit, action, or proceeding and is proof of the
filing and its contents.
