Upon the certification by the committee to the secretary of state under section 4.1-20-11, the
district becomes a political subdivision of the state and a body corporate and politic. The
secretary of state shall issue to the committee a certificate of the due organization of the district
under the seal of the state and record the certificate with the application and statement. The
boundaries of the district include the area as determined by the committee, but may not include
any area included within the boundaries of another soil conservation district.
