1.Notwithstanding any other provision of law, except as provided in sections 39-33-03,
39-33-04, and 39-33-05, the department may not knowingly disclose personal
information about any person obtained by the department in connection with a motor
vehicle record.
2.Notwithstanding any other provision of law, except as provided in subsections 1, 4, 6,
and 9 of section 39-33-05, the department may not knowingly disclose highly restricted
personal information about any person without the express consent of the person to
whom such information pertains. This does not in any way affect the use of organ
donation information on an individual's operator's license or affect the administration of
organ donation initiatives in the state.
