Text
The state's attorney of the county where such vehicles are impounded, shall, if no
settlement is made under section 39-12-14.1, immediately prepare and file a civil complaint on
behalf of the authority having jurisdiction of the road whereon the violation occurred, for the
purpose of recovering charges for the extraordinary use of the highways, streets, or roads of
this state.
