Text
A person may not rent a motor vehicle to an individual unless the individual has an
operator's license or, in the case of a nonresident, the individual has an operator's license under
the laws of the state or country of the nonresident's residence except a nonresident whose
home state or country does not require that an operator be licensed, or unless the renter
certifies that the vehicle will be driven by an individual with an operator's license.
