53-21-1012 . Availability of services.
(1)The services funded by the department are available without discrimination on the basis of race, color, creed, religion, or ability to pay and must comply with Title VI of the Civil Rights Act of 1964.
(2)Services available to individuals unable to pay may be limited by the department based upon availability of funding.
