39-12-107 . Rulemaking authority.
(1)The department may adopt rules to carry out the purposes of this chapter and may coordinate as necessary with the department of public health and human services in adoption of the rules.
(2)The rules must allow for flexibility in the scope of services allowed under the program in order to permit a program participant to obtain the education, training, or supportive services needed to improve the participant's employment situation. The department shall consult with the department of public health and human services to determine the supportive services allowed under the program.
