The owner, proprietor, lessee or manager of a building which, under the terms of sections 320.010 to 320.060 , is required to have one or more fire escapes, who shall neglect or refuse for the period of sixty days after sections 320.010 to 320.060 take effect to comply with its provisions, shall be deemed guilty of a misdemeanor, and on conviction shall be fined not less than fifty nor more than two hundred dollars, or by imprisonment in the county or city jail not more than three months, or by both fine and imprisonment, and each day shall be deemed a separate offense.
