Text

1.The director, subject to the supervision of the department director, shall employ all employees, as provided in chapter 36 , and is authorized to employ in any appropriate capacity any person qualified under the provisions of sections 219.011 to 219.086 even though such person has previously been convicted of a crime.
2.The director shall set forth the duties and responsibilities of all employees of the division.
3.The director shall prepare and update a master plan covering a period of not less than five years outlining the structural, legislative, and program and facility changes necessary for improvement of services to children committed to it.
4.The director shall also prepare an annual report which shall consist of a description of progress made toward the achievement of
