Subdivision 1.Disciplinary proceedings. The commissioner may, by order, suspend or revoke a health carrier's license or certificate of authority and impose a monetary penalty not to exceed $25,000 for each violation of this chapter. Violations include the failure to pay an assessment required by section62L.22, and knowingly and willfully encouraging a small employer to not meet the contribution or participation requirements of section62L.03, subdivision 3, in order to avoid the requirements of this chapter. The notice, hearing, and appeal procedures specified in section60A.052or62D.16, as appropriate, apply to the order. The order is subject to judicial review as provided under chapter 14.
