Subdivision 1.Definitions.

(a)For the purposes of this section, the following terms have the meanings given.
(b)"Carbon dioxide pipeline" means a pipeline located in Minnesota that transports carbon dioxide in a liquid, gaseous, or supercritical state.
(c)"Commission" means the Public Utilities Commission.
(d)"Supercritical" means a physical state in which a substance is more dense than a gas but less dense than a liquid. Subd. 2.Routing permit required.
(a)A person is prohibited from constructing or operating a carbon dioxide pipeline without a route permit issued by the commission under this chapter.
(b)A person seeking to construct or operate a carbon dioxide pipeline is prohibited from applying to the commission for a conditional exclusion or partial exemption from pipeline rou
