2.The governor shall appoint by and with the advice and consent of the senate the 21 members of the commission for terms of 3 years, except that of the members first appointed, 7 each shall be appointed for terms of 1, 2 and 3 years. The governor shall designate a chairman and a vice-chairman from the members of the commission. The chairman shall be the chief executive officer of the commission.
