Section 90A. Except as hereinafter otherwise provided, no person shall sell, or offer, expose or advertise for sale, eggs as ''fresh eggs'', ''strictly fresh eggs'', ''nearby eggs'' or ''new-laid eggs'' or eggs described with words of similar import, unless they meet the following specifications when examined by a method known as ''candling'', viz.:—

(1)the shell shall be clean and sound, (2) the air cell shall be not more than one quarter inch in depth and shall be localized and regular in outline, (3) the white shall be firm and clear, (4) the yolk shall not be plainly visible but may be dimly or slightly visible, and (5) there shall be no visible germ development.Not more than ten per cent of the number of eggs sold at wholesale or offered, exposed or advertised for sale as aforesaid u
