Section 13H. The committee may establish and manage under such regulations as it may from time to time prescribe, a trust fund to be known as the Educational Television Program Fund. All funds received from school committees, organizations, or individuals for the purposes of sections thirteen F to thirteen I, inclusive, shall be credited to said Fund and shall be deposited in the state treasury and may be expended by the committee for such purposes without appropriation; provided, that no obligation shall be incurred for any expenditure in excess of sums available therefor.The committee shall cause accurate accounts to be kept at all times of all receipts and expenditures of funds received by it, and shall make a report of the same annually in December to the board of education.
