Section 4. The governor shall appoint the secretary of administration and finance. He shall serve at the pleasure of the governor, shall receive such salary as the governor may determine and shall devote his full time to the duties of his office. Except in the cases of the agencies named in section four G, he shall be responsible for the exercise of all powers and the performance of all duties assigned by law to the executive office for administration and finance or to any division, bureau or other administrative unit or agency under said office. He shall be the executive and administrative head of said office and every division, bureau, section and other administrative unit and agency within said office other than the agencies named in section four G shall be under his direction, control
