Section 98B. In every city or town which has a population of forty thousand or more and which accepts the provisions of this section there shall be at all times a minimum of one police officer on foot patrol for every ten thousand inhabitants or major portion thereof.''On foot patrol'', as used in this section, shall mean an assignment to patrol a certain area on foot.
