Section 156. Subject to the approval of the department, the trustees shall establish such fare zones and shall fix such rates of fare to be charged by a transportation area as will reasonably assure sufficient income to meet the cost of the service, including operating expenses, taxes, rental, interest and the allowance for depreciation required by section one hundred and fifty-one.
