Section 100A. The director, with the approval of the marine fisheries advisory commission, shall, adopt rules and regulations relative to the taking, sale or possession of striped bass but in no instance shall any rule or regulation authorize the taking, sale or possession of striped bass measuring less than sixteen inches from the apex of the tail to the farthest extremity of the head.
